Working in Europe
European Economic Area (EEA)
Some workers from the EEA do not need permission to work in the UK:

A8 Countries
Workers from A8 countires must register on the Worker Registration Scheme (WRS) and should apply to register with the Home Office as soon as they begin working in the UK:

The worker must:
- Complete the application form
- Send the form to the Home Office with a copy of the contract as evidence of their employment
- Provide a copy of the application form to Traveller XP
- Pay the relevant application fee to the Home office
If a copy of the application has not been received by Traveller XP within 1 month of the worker beginning a contract, Traveller XP will freeze any further payment until the WRS application form or confirmation from the Home Office has been received. Those workers who travelled to the UK before 1 May 2004 should provide a copy of their EEA1 or the original permit they travelled on. As long as there are no working restrictions on the permit and the worker has completed 12 months work in the UK then he does not have to register on the scheme.
A2 Countries
Workers from A2 countries must obtain authorisation to work before starting employment, in the form of an accession card, and the employer must apply for a work permit.

This is not something that Traveller XP can support and so regrettably Bulgarian and Romanian nationals cannot work through JSA.
There are exceptions for certain categories of employment. Full details can be found on the Home Office website.
Non EEA Countries
Any worker from a country outside of the EEA must provide either a resident’s permit or visa to prove their eligibility to work in the UK. Traveller XP will not release funds to a worker until a copy of the permit has been received.
